You might not have any numbers that are with-in your time restrictions

To reset the time restrictions you need to go the pencil icon and change the never call before time to 1 hour ahead of what you have it at now then save properties. Now go back into the pencil icon and change the never call before back to its original time and save properties. And try to start the campaign again.
